Strategic Housing Land Availability Assessment
A Strategic Housing Land Availability Assessment (SHLAA) is the process undertaken to identify sites that have the potential for residential development. It is designed to ensure Local Authorities maintain a flexible and responsive supply of housing land as required by Planning Policy Statement 3: Housing (PPS3).
This complex assessment to assess the suitability, availability and achievability of sites is a combination of desktop analysis and site visits. The SHLAA tool, which incorporates interactive maps, makes available much of the information required for the desktop analysis.
The SHLAA tool is a browser based interactive mapping site to which a custom built database has been attached.
The site is accessed via a logon, which first takes the user to the map. Users with full access privileges can open the database record for each site. ‘Guest’ users can log in using the guest credentials found on the launch page, but are not able to view the database.

SHLAA Resources
The map incorporated into the SHLAA tool has many of the usual functions you would expect to see in any GIS, for example zoom, pan, and selecting features. An interactive ‘help’ document is incorporated into the map to help you navigate around the map and interrogate the map layers.
